Regulation (EC) 1107/2009 concerns the placing of plant protection products on the EU market. It replaced Directive 91/414/EEC and introduced hazard-based cut-off criteria, a zonal approval system for active substances and a three-tier structure of approval, authorisation and mutual recognition.
